Rates per $1,000 of taxable assessed value, residential (Class 1), from Schedule 702. They match Schedule 'A' of the City's 2026 Tax Rates Bylaw No. 0344 (adopted May 12, 2026): Municipal Combined 3.14015 = General Municipal 2.99618 + Regional Library 0.11897 + Sanitary Storm Sewer 0.02500; Regional District 0.24878 + Regional District SIR (land only) 0.01847 = 0.26725; Regional District Hospital 0.20480. School (1.311) and BC Assessment/MFA (0.0383) rates are set by the Province and are not in the City bylaw. The SIR rate applies to land only, so improvements carry a slightly lower total rate. The City lists its 2026 municipal budget tax increase as 6.638 per cent. Not included: parcel taxes and utility fees (Schedule 704 shows parcel taxes of $486 on the representative house).

Rates as published for the residential class. Bills can also include fixed charges, local improvement levies and utility fees that are not based on assessed value.

West Kelowna compared with other British Columbia cities

Compare two cities

West Kelowna's total residential rate of 0.4961% is above the 0.4794% average of the 28 British Columbia municipalities we cover. A lower rate does not always mean a lower bill: tax = assessed value × rate, so cities with high home values often have lower rates.

Your assessment in West Kelowna

How assessment works in British Columbia

Assessed by: BC Assessment. Valuation date used for 2026 taxes: July 1, 2025.

BC Assessment mails assessment notices in January; the 2026 assessment reflects market value as of July 1, 2025. To have an assessment reviewed independently, file a Notice of Complaint (appeal) with BC Assessment by January 31 for a Property Assessment Review Panel (PARP); BC Assessment states that for 2026 this deadline was extended to February 2 because January 31 fell on a weekend. The City notes that property taxes themselves cannot be appealed, only the assessment.

These programs are run by the city or the province. Eligibility is decided by the organization that runs each one; follow the links for the official rules.

  • Home Owner Grant

Provincial grant that reduces residential property tax on a principal residence; it must be claimed each year, by the tax due date to avoid the 10% penalty. The 2026 grant threshold is $2,075,000; the grant is reduced by $5 for each $1,000 of assessed value over the threshold. Run by Province of British Columbia (claimed with the Province, not the City).

  • BC Property Tax Deferment Program

Provincial loan program that lets eligible B.C. homeowners defer their current-year property taxes (the Ministry of Finance pays the taxes and places a lien on the property), under a Regular Program (for example age 55 or older, surviving spouse, person with disabilities) and a Families with Children Program. For taxes deferred for 2026 and later years, compound interest is charged. Only residential (class 1) or residential and farm (class 1 and 9) taxes can be deferred; current-year utility fees listed on the tax notice must be paid to the City by the tax due date to avoid late payment penalties. Run by Province of British Columbia.

  • Pre-Authorized Prepayment Plan (PAPP)

Monthly instalments toward next year's property taxes, deducted on the 10th of each month except June and July; minimum $20 a month, maximum based on the prior year's levy. The City pays monthly interest at the rate prescribed under Community Charter s. 239(2). Current-year taxes must be paid first. Run by City of West Kelowna.

  • Home owner grant

The B.C. home owner grant reduces the property taxes owners pay on their principal residence. For 2026 the full grant is available on properties assessed at $2,075,000 or less, with a higher additional grant for seniors, veterans and people with disabilities.

  • Low income grant supplement for seniors

A B.C. supplement for low-income seniors whose home owner grant is reduced or eliminated because their home is assessed above the $2,075,000 grant threshold. Most recipients get a cheque for $845 ($1,045 in a northern or rural area) for 2026.

  • Property tax deferment program

B.C.'s property tax deferment program is a provincial loan that pays an eligible owner's current-year property taxes, secured by a lien on the home. Taxes deferred for 2026 and later carry compound interest at prime plus 2%, 6.45% throughout 2026.
