Moose Jaw bills: taxable assessment = assessed value x provincial percentage. Municipal levy = taxable assessment x uniform mill rate x mill rate factor / 1,000; education levy = taxable assessment x education mill rate / 1,000 (no factor). A plain sum of the components overstates the residential rate because the residential mill rate factor applies to the municipal rate only. Moose Jaw's bylaws set no separate library levy. Flat base taxes per property are added on top. 2025 from the provincial 2025 Mill Rate Survey (the City's 2025 bylaw page has no document attached): Uniform Municipal Mill Rate 12.2963, residential MRF 0.7857 (same for multi-unit residential subclass), factored residential municipal rate 9.66120291 (as stored). The survey shows residential base tax amounts of $100 (land column) and $65 (improvement column), matching the $100 water main and $65 parks and recreation base taxes in the 2023 and 2024 bylaws. The City reported a 5.17% property tax increase for 2025; the 2025 Tax Policy Bylaw was adopted May 26, 2025. 2025 was a revaluation year (base date January 1, 2023). Residential education mill rate 4.27.
