New Westminster compared with other British Columbia cities

Compare two cities

New Westminster's total residential rate of 0.4793% is below the 0.4794% average of the 28 British Columbia municipalities we cover. A lower rate does not always mean a lower bill: tax = assessed value × rate, so cities with high home values often have lower rates.

Your assessment in New Westminster

How assessment works in British Columbia

Assessed by: BC Assessment. Valuation date used for 2026 taxes: July 1, 2025.

BC Assessment mails assessment notices in January; a property's assessment is based on its market value as of July 1 of the previous year (July 1, 2025 for 2026 taxes). To request an independent review, file a Notice of Complaint by January 31 for a Property Assessment Review Panel (PARP); BC Assessment states that for 2026 this deadline was extended to February 2 because January 31 fell on a weekend. The City does not set assessed values.

Rebates, credits and programs in New Westminster

All British Columbia programs

These programs are run by the city or the province. Eligibility is decided by the organization that runs each one; follow the links for the official rules.

  • Home Owner Grant

Provincial grant that reduces property tax on a principal residence; it must be claimed each year with the Province. The City states the basic grant is up to $570 and the additional grant for those 65 and older is up to $845. The 2026 grant threshold is $2,075,000; the grant is reduced by $5 for each $1,000 of assessed value over the threshold. Unclaimed grants are treated as unpaid current taxes and are subject to penalties. Run by Province of British Columbia (the City no longer accepts current or retroactive applications).

  • BC Property Tax Deferment Program

Low-interest loan that defers property taxes on a principal residence until the home is sold or ownership is transferred. All applications and renewals go through the Province's online portal; the City does not collect applications. For taxes deferred for 2026 and later years, compound interest is charged. Run by Province of British Columbia.

  • Senior Waiver Discount (flat-rate utilities)

For registered owners aged 65 or over living alone in a single family residence: a waiver equal to 25% of the annual water, sewer and solid waste charges, applied to the flat-rate utilities account after an application is approved. It reduces the utility charges, not the property tax itself. Run by City of New Westminster.

  • Pre-Authorized Pre-Payment Plan (PAPP)

Monthly pre-authorized withdrawals from a bank account to prepay next year's property taxes and annual utilities (or utilities only). Available to all property types; current taxes or water and sewer must be paid in full to join. Run by City of New Westminster.

  • Home owner grant

The B.C. home owner grant reduces the property taxes owners pay on their principal residence. For 2026 the full grant is available on properties assessed at $2,075,000 or less, with a higher additional grant for seniors, veterans and people with disabilities.

  • Low income grant supplement for seniors

A B.C. supplement for low-income seniors whose home owner grant is reduced or eliminated because their home is assessed above the $2,075,000 grant threshold. Most recipients get a cheque for $845 ($1,045 in a northern or rural area) for 2026.

  • Property tax deferment program

B.C.'s property tax deferment program is a provincial loan that pays an eligible owner's current-year property taxes, secured by a lien on the home. Taxes deferred for 2026 and later carry compound interest at prime plus 2%, 6.45% throughout 2026.

The speculation and vacancy tax is an annual provincial tax on residential property in designated areas of B.C., based on how each owner used the property during the year and on the owner's residency and income.
