Residential 1 class mill rates as published in the City's 2026 Taxation Section. Mill rates apply to portioned assessment: Residential 1 is portioned at 45% of assessed value. Headline uses Winnipeg School Division No. 1 (the division used in the City's sample home); the school special levy depends on the school division where the property is located (see areas; totals in areas are the City's published combined mill rates). Provincial Education Support Levy for residential property: 0.000 mills (the ESL was eliminated from residential properties in 2006; 2026 ESL on other classes: see source). Provincial school tax credits/rebates (Manitoba Homeowners Affordability Tax Credit, which replaced the Manitoba School Tax Rebate and Education Property Tax Credit Advance from 2025) reduce the school portion of eligible homeowners' bills and are not reflected in these rates. A Street Renewal frontage levy (charged per foot of frontage, not by mill rate) also appears on residential bills. City: the municipal mill rate 13.372 reflects the 3.5% property tax increase approved for 2026 (1.00% for street/sidewalk/bridge renewal etc., 2.50% for the tax-supported operating budget).

Winnipeg compared with other Manitoba cities

Compare two cities

Winnipeg's total residential rate of 2.9366% is below the 3.1293% average of the 2 Manitoba municipalities we cover. A lower rate does not always mean a lower bill: tax = assessed value × rate, so cities with high home values often have lower rates.
