Residential properties, mills per $1,000 of portioned assessment. Residential property is taxed on 45% of its market value assessment (Manitoba Classification of Property and Portioned Values Regulation, s. 19.1); for example, 33.220 mills on a $100,000 home applies to $45,000. The Provincial Education Support Levy and the personal property rate apply only to 'Other' (commercial/industrial) and personal property, not to residential. The provincial Homeowners Affordability Tax Credit (up to $1,600 on a principal residence in 2026) reduces the school portion on the bill; it is a provincial program. By-law No. 7449 (City Council report of April 10, 2026; the City's 2026 Property Taxation newsletter and Property Assessments page publish the same rates). City mill rate components per the by-law: General Operations 13.032, Reserve Funding 3.270, General Debt Servicing 1.072, Local Improvement Debt Servicing 0.514, Assessment Special Services 0.221 (total 18.109). 2026 is a non-reassessment year.
